This webinar will feature the Presidents of both the American Hospital Association's Center for Healthcare Governance and the Institute for Diversity in Health Management and address the connections between Board composition and hospital competitive advantage in managing population health, improving quality and safety, reducing disparities in health access and status, and alleviating workforce shortages.


John R. Combes, M.D.

Dr. Combes is a Senior Vice President at the American Hospital Association (AHA) and the President of the Center for Healthcare Governance (CHG), an AHA affiliate organization. CHG is a dynamic community of board members, executives and thought leaders dedicated to advancing excellence, innovation and accountability in healthcare governance through education, tool development and research. Dr. Combes also serves as Senior Fellow at the Hospital Research and Education Trust (HRET), and in that role focuses on quality and leadership issues in Patient Safety, End of Life Care and Clinical Performance Improvement. Dr. Combes received his medical degree from Cornell University and received his post-graduate training from Boston City Hospital. He is certified in Internal Medicine by the American Board of Internal Medicine and has Management Certification from the American College of Physician Executives. Dr. Combes has held several senior management positions at a variety of healthcare organizations. More recently he serves on several national advisory groups on medical ethics, palliative care and reduction of medication errors. Currently he serves on the Boards of the Hospital Sisters Health System, a 13 hospital health system in Illinois and Wisconsin and the West Virginia Medical Institute, a multi-state Quality Improvement organization. He also is a member of the not-for-profit Advisory Council of the National Association of Corporate Directors. He lectures frequently on governance and quality.

Frederick D. Hobby, CDM

Fred Hobby joined the Institute for Diversity in Health Management as president and CEO in 2005, with more than 25 years of hospital experience in three states and six systems. Fred will lead the Institute into its second decade of service, developing tools and resources to enhance diversity in our nation's hospitals and helping health care organizations with diversity activities. Fred began his hospital administration career with Humana, Inc. in Louisville, KY after serving four years as the Executive of the City's Affirmative Action Department and three years on the faculty of the University of Louisville. Before joining the Institute, Fred spent 10 years with the Greenville, SC Hospital System (GHS), a 1,086-bed, acute care teaching hospital system. As vice president and chief diversity officer at GHS, he developed and implemented a system-wide diversity initiative, including diversity training, cultural competence education and an extensive language interpretation department for patients who speak a language other than English, which is nationally recognized for its comprehensiveness and success. The GHS Language Center was the first recipient of a letter from OCR recognizing its' compliance with the Federal LEP Guidelines.

Fred received a bachelor's degree in history and political science from Kentucky State University in Frankfort, KY, and a master's degree in sociology from Washington University in St. Louis. Prior to joining GHS, Fred served as a clinical administrator with Portsmouth, VA General Hospital and is a former CEO of the Newport News General Hospital. He is a frequent guest speaker on diversity and has been featured at a number of prestigious national conferences. In 1999, he was named "Senior Executive of the Year" by the National Association for Health Services Executives. Fred was named to Modern Healthcare Magazine's "100 Most Powerful People in Healthcare" in August 2006 and again in 2007. Fred currently serves on the National Board of the Certification Commission for Healthcare Interpreters (CCHI) and is a member of its Executive Committee. In 2010, Fred was selected as a content expert to serve on the National Project Advisory Committee (NPAC) of the CLAS Standards Enhancement Initiative, which was created by the Dept. of Health, Office of Minority Health to modify current standards or create new ones to advance equity in the health care delivery system.


David Elgarico, MHA

A founding board member and the current Chair Elect of AHCLA, David Elgarico is the Chief Operating Officer at Rio Grande Regional Hospital, an HCA hospital located in McAllen, Texas. Before joining Rio Grande Regional Hospital, Mr. Elgarico began his career with HCA as the Administrative Resident at Trident Health System in Charleston, South Carolina. Following his administrative residency, David moved to Riverside, California to participate in HCA's Chief Operating Officer Development Program as an Associate Administrator at Riverside Community Hospital. In August 2009, he relocated to south Texas to pursue his current role. Mr. Elgarico has held various leadership and board level positions. He has been a board member for the Health Care Executives of Southern California, the Hospital Association of Southern California, Riverside Downtown Partnership, The Unforgettables Foundation, and the MUSC Department of Health Administration and Policy Alumni Board. Additionally, he was a member of the ACHE Regent's Advisory Councils in South Carolina and southern California.

A native of Charleston, South Carolina, Mr. Elgarico earned a bachelor's degree from the College of Charleston in Physical Education and Exercise Science and a master's degree in hospital administration from the Medical University of South Carolina. He is a member of the American College of Healthcare Executives.
